Beyond 100%: Finance, Sovereignty, and Access in the North Star State

With the passage of the "100% by 2040" legislation, Minnesota has set the regulatory floor for a carbon-free future. But as the state shifts from legislative victory to programmatic implementation, a critical question remains: How do we ensure the energy transition is physically and financially accessible to all Minnesotans?

This session moves beyond high-level rhetoric to examine the structural mechanics of energy equity. We will dissect the interplay between legislative intent, market realities, and community sovereignty. Moderated by Justin Fay (Legislative Director, Fresh Energy), this panel brings together the distinct perspectives necessary to solve the "last mile" problem of the green economy.

We will convene Bob Blake (Founder, Native Sun Community Power Development) to discuss tribal energy sovereignty and the localized infrastructure needed for EV expansion; Representative Maria Isa Pérez-Vega (MN House of Representatives) to address the legislative frameworks required to protect vulnerable communities and the intersection of housing and energy policy; and Eric Pasi (CEO, Enterprise Energy) to provide the private-sector perspective on financing, scalability, and market-driven accessibility solutions.

  • Financing the Transition: Bridging the gap between federal incentives (IRA), state funds, and private capital to lower barriers for low-to-moderate income households.

  • Sovereignty & Justice: distinct models for Tribal energy independence and avoiding the extractive economic patterns of the past.
